"Professionally-produced videos, like prime-time talent-show competitions, would also be exempt." Whose job would it be to distinguish between "professionally-produced videos" and more amateurish videos? Seems like it would be easier to just restrict all videos of kids.

Since YouTube is able to selectively censor content it considers objectionable like a publisher it should be recognized as a publisher and enjoy all the legal responsibilities and liabilities of publishing.

So, what steps would be taken to enact this? And just how far could it go? Government censorship is like popcorn: you can't stop at just one piece. You just keep going until the bag is empty. The cause is good, but the response isn't. Think it through.
