Your list is not accurate. Warren voted TWICE for the budget increase, and tulsi voted for one of them.

We missed a conference vote (we initially only looked at bill passage roll calls) which Warren voted for, bringing her total to 2. But tulsi still has not voted for an NDAA.

The dropouts Kamala and Beto were both 2 (I believe Kamala didn’t vote on one and Beto only served for the 2 years Gillibrand and swallwell to their credit voted against the massive 2018 one.
