Would love to see where this number comes from, but I’m assuming you’re describing the Employer Medicare Contribution which is in effect employers paying the Federal Gov what they currently pay private insurers. Wild to see single payer proponents take issue with that.

In addition to what John said, the nature of it applying to employees in the firm allow for restructuring to not pay for contractors, making the effective tax rate for businesses lower and encouraging dissolving other benefits commonplace with contract labor. Payroll fixes that.
