    But in summation, the lack of a formal public response may have provided the perception in Moscow that continued election interference wouldn't carry a penalty. And (my reading) once Trump won the presidency, some of the more "forceful" responses may have gone out the window.

    Obama’s main priority, it appears, was protecting the 2016 election. That flowed through Jeh Johnson at DHS, who “had a conference call with representatives from al; 50 states, including secretaries of state or other senior election officials, on August 15, 2016.”

    Congress was also read in late. Some Democrats on the Gang of Eight were briefed in August––Schiff, Pelosi, and Harry Reid––but the rest of the group (Feinstein, Burr, Nunes, McConnell + Paul Ryan) were briefed on September 6, around the same time that Obama was chastising Putin.

    Rice said Obama characterized Putin's response as ... "dishonest and obfuscating, denying any Russian involvement, criticizing the United States for interfering in Russian electoral processes and fomenting Orange revolutions in their territory."

    Obama did confront Putin directly at the G20 summit in early September in Hangzhou, China, but kept his warning vague "in an effort to intimate that a range of diplomatic, economic, options were available to use in response to Russia," per Rice.

    The main policy responses were saved for AFTER the election, states the report. The expulsion of Russian diplomats occurred in December, for example, and Obama modified EO 13964 to authorize sanctions on individuals interfering in U.S. elections.
