Let's bring in a law that all buildings empty over 5 years become property of the local authority.

So that the local authories can leave them empty ?

So they can be turned into social housing.

It makes sense to bring empty properties back into use. There are too many of them in london and a growing housing shortage.

This is what Hong Kong had to do - put a huge 26% tax of foreign property buyers. They had the same problem as London does now.
