Can they do this? Without McConnell? 
No, it’s still up to McConnell to bring it to the floor BUT he will have major opposition if he doesn’t. He will bring it to the floor (possibly) if he knows the votes are not in. But that will put his fellow GOP on the record for voting against Law and order.
If it gets through Committee can they get it on the floor without McConnell? And if they try will he object?
Thank goodness there are a few honest people still left in Washington.
