@AriMelber said today, after reading the indictment, he believes Mueller is taking the position that: you CAN be guilty in participating in these acts, even if unwitting. Ignorance is not a defense, however, it could be a mitigating factor, of course. #DezaDana is no innocent.

Rohrabacher obfuscates distinction between indictment & charges. Mueller took care to indicate indictments do not allege knowing American participation or effect on election, BUT, charges are based on a more complete picture. I imagine the 13 will sing a tune more "collusion-y".
