Help me. Scanned is different than targeting. To what end? Changing votes? Access to voter info for social targeting to influence voting?

Why would Russian hackers only "scan" election info and risk getting caught before acting?

I'm no expert. But don't they do "test run" of data before they "wash" it w/their database? Like, a pass thru to confirm data will "wash"?
