i’d wager that’s the truth, though it is quite compelling to imagine those words being said by napoleon on the eve of the battle of austerlitz or by stalin in the midst of the battle of stalingrad.

They both were accustomed to spending the lives of their troops like water and being pretty cavalier about casualties. It would fit even if they never said it.
