To be precise, Miyazaki didn't draw a device that to prevent the Face recognize System. In that scene, the "old generation human being" had hacked the jester[clown] with a kind of Psychic and telled "the truth of their world" to Nausicaä.

Hmm
the projected image does seem to be tracking in sync with the head and body movements. It’s as if the image is being projected from off camera onto the face. It gets real sloppy near the end of the vid. -
