But copyright claims can be done by randoms without proof of ownership so how do you verify ownership?

Content ID is YouTube's automated, scalable system that enables copyright owners to identify YouTube videos that include content they own. It is only granted to copyright owners who meet a specific criteria so in cannot be used by random users.

Yes, but who vets the claim one of the "chosen" make? - There are a number of 3rd party "monitors" who file claims without merit, or counter to fair use requirements - Claims made by someone who doesn't own the CR And at no time have we seen penalties for these false claims
