Personal responsibility doesn’t arise out of no where, and I think strong families would help more than more policy oriented societal changes would. On the margins I’d be for a few tweaks to policy, but largely would want this to come bottom up through culture changes.

Economic uncertainty is probably the main reason why the total fertility rate (TFR) in the US is at an all-time low. Pro-family social policy changes might (?) yet prevent a Japanese-style demographic death spiral – along with a sensible immigration policy.
