I think it is ineffective. I think women will largely do whatever they want to do, provided they're allowed & there is support. In our society, both those narratives & the 'personal choice' 1 exists. And the women we know best for complaining they are being pressured not to stay home with kids and instead have a career by feminists are not part of feminist communities. If they ever belonged to one, they left and are now addressing and often speaking from a conservative base.

There’s evidence to suggest that developed societies have lower birth rates at least in part due to female empowerment, which of course is a good thing. Echoing your sentiments, it’s the empowerment that’s a good thing, not the individual decision to or not to have children.
