"I never hit anyone that didn't deserve it." The person that said that to me would be amazed that anyone thought they were a bully. They knew they intend to hit someone, they just thought it was justified.

This is another aspect of the "victim mentality". As long as you consider (or can portray) yourself as the "victim", then anything you do is "fighting back" - regardless of proportionality or the objective merits of the behaviour (eg: shouting down someone with "offensive views")

I think that it more a case of not realizing that their behavior is harmful to others. They are just having fun. Just like most racists wouldn't apply that term to themselves.
