Not sure the origin exactly, just that it's a reference to when department stores used to have elevator operators that would announce the departments on each floor. Pretty sure I saw it in a Looney Tunes cartoon at some point.
-
My mother said it several times recently when we visiting my father on the third floor of a hospital when the lift announced 'Third Floor' and it pops into my head when lifts do that but I have no idea why.
-
Is it a play on, or even a quote from, the opening "lyrics" to "Are You Being Served?"? "Going Up!"
-
I've never seen this show but I think the joke predates that even.

It's a popular culture reference. It dates from the days of elevator operators. More information here: http://tvtropes.org/pmwiki/pmwiki.php/Main/ElevatorFloorAnnouncement …

In the movie Liar Liar, Jim Carrey makes a similar joke when he's in an elevator with his kid. "Third floor, men's wear". Its been around for a while
