There appears to be correlation between the abundance of material resources in a society and the degree of hierarchal control necessary for stability. Too much freedom - speech and association - in the wrong place at the wrong time can lead to violent upheaval.

Not really. Even the church if ancient times spoke of not coercing believers (St John Chrysostom, et al). The Inquisition was when church-state melded and it's scope has been greatly exaggerated by modern historians.

It strikes me that free speech is new to our species because physical violence has often been the way of the world. If we could make this free speech thing work via John Stuart Mill's ideas (which were far more encompassing then 1A) we'd be on to something.
