You've actually just pointed out one of the biggest problems that isn't addressed by our justice system, most of the times it will be his word against her word, so beyond reasonable doubt is very hard to reach. But think further about what kind of society you create when rapists.

How should the justice system be addressing it?

Well ok, this is a long list: the first thing we need is a social change - in our society women's sexuality is over valued and men's is undervalued (which is why men getting raped by women is considered a joke). A social change would inlude educating young adults about consent...

and free will when it comes to sex, and changing the attitude that see's a man's worth connected to how many women he can get and sex as a zero sum game where a woman always loses something and a man gains something. The other social change is about reporting rape: children are..

a very vulnerable group when it comes to sexual assault, they are trusting and do not know when something wrong is going on - educating them about their own body and letting them know they can come forward and speak about anything is important. The treatment to victims who come..

forward is also another issue, a lot of women are afraid to speak up because they'll immediately be called a slut or false accuser, giving victims a safe space where they can speak about sexual assault is important. The next thing is how we collect information and investigate....

An anonymous database where women can report their rapist and include any physical evidence they have (instead of having to report it to the police immedaitely) is a good start, in my country a database like this where women were sent a message if someone else complained about...

the same person exposed a serial rapist. After that we need the police and courts to change too: there's an issue with rape kits not getting tested, police that ask invasive unnecessary questions or immediately accuse the victims of lying, a court dedicated just for sexual....

each of them can investigate the girl separately, an opposing lawyer can also take a tactic of triggering someone so badly that they won't be able to bare the cross examination. All of these things need to change.

Some of these ideas seem sound but I wonder how they'd work in practice. Would you stop accusers from being cross-examined? Or pressed on issues? And just for rape cases? This would need to be worked out very carefully so a fair trial could still happen.

It's not about not cross-examining someone or pressing them on issues, it's about what you can and can't do - some of the tactics I've seen lawyers use are just straight up meant to traumatize a victim as much as possible.
