If that was true no one would have voted for Roy Moore, how seriously do we really take sexual assault in this country when we elected a president that bragged about it on tape?
But this is my argument for why conviction rates and reports are low rather than 'because society doesn't care about rape.'

I think both are at play. Getting a conviction is hard, sure; but if, for example, police are more inclined to assume a claim is false than it is actually likely to be, that's going to be a significant deterrent to reporting even reasonably provable crimes.

Then show that they are. Wasn't there a story recently where police were pushing for convictions due to pressure?

No idea. Wouldn't be surprised - plenty of examples of police being over- or under-enthusiastic in investigating crimes in different places, at different times, by or against different groups...
