Social anxiety could also explain why heterosexual men would feel more shy towards conventionally feminine women than towards women who are less canonically attractive to heterosexual men.

Perhaps at work some men are reluctant (consciously or unconsciously) to make sustained eye contact with women they perceive (consciously or unconsciously) as attractive or signalling attraction/availability for fear it would be seen as improper or unwelcome sexual interest.
