Free speech doesn't mean you have to tolerate harrasment. You can still discipline kids for disrupting a learning environment.

Students have very limited 1st Amendment rights in school settings. Bullying, harassment, profanity, etc. is prohibited. School officials given great deference by courts to maintain order and discipline necessary to the “educational mission” of a school.

Just like the UK currently then. This is my point. We already have a Freedom of Expression law but other domestic laws which restrict its use.

Well the key is we don't and can't have a law against hate speech.
