I have answered that there is a restriction. They are not allowed to make anyone else listen. Harassment laws remain.
It's not like you to be silly! Will that show me that preventing arrests for speech will also prevent schools from disciplining children for it?

They are one and the same thing. How would you write a law that allowed one person to freely express themselves with absolutely NO government intervention, but then say this other person has crossed the line (a line that no longer exists)?

There already are different lines for where people are allowed to express certain ideas and this corresponds with the 'not forcing others to hear it' thing. There is no freedom of speech where people cannot avoid it.

eg, the government has no right to prevent people from using mobile phones. Schools have the right to prevent children from using mobile phones on the premises. Nobody is suing.
