Exactly, so this petition is wrong and should be amended. What it should say is “We petition the government to introduce legislation protecting Freedom of Expr... oh wait, Article 10 ECHR, that”.
You said 'to anyone you want' and I said 'no'. That is the restriction.

I have answered that there is a restriction. They are not allowed to make anyone else listen. Harassment laws remain.

Having accepted that freedom of speech does not include the right to inflict your speech on unwilling listeners, yes, I really want people to be able to express any ideas without restriction.
-
So the victims have to run away from the speaker, or avoid social media?
-
Walk away, yes. Don't follow racists etc.
-
Or do and argue with them. I want to be able to criticise religion. Many people find this appalling and are very hurt by it. It now counts as hate speech and can be prosecuted.
-
You can criticise religion. You and I both do that.
-
But it now counts as hate speech. I could be arrested if I said something offensive and a religious person reported me. I probably won't be but things are getting worse, not better. Someone was arrested for saying children shouldn't be transitioned.
