Aren’t all religious groups, almost by definition, pre-modernists or anti-modernists.

No. They just have a false belief. This doesn't make them necessarily inclined to reject the fruits of modernity - science, reason, secular democracy, freedom, strong institutions etc. It can do if they are fundamentalists but needn't.

Not all false beliefs are the same. The God belief is not just a scientific hypothesis that happens to be false. It is established by mostly (entirely?) non-scientific means; and since proofs of existence don’t work, even non-rational means. Ultimately, the core seems pre-modern.

Religion is pre-modern, yes. Religious people need not be tho. They are multi-faceted.
