Here's an idea. Believe claims which we have reasonable warrant to believe. "Believe victims" is the least subtle way of sneaking in question begging.

Alleged victims ahould be heard & their claims vetted through evidentiary processes. Should be self evident from history & common experience humans conmonly ere or lie & believing claimants sans evidence leads to systemic corruption & systematic judicial miscarriage & injustice.
