Nah. Like overeating / 'poor choice' eating (comfort eating) smoking is often a stress-habit and stressing people out doesn't help them avoid their stress habit -- in many ways, it drives them into it further. Also, awareness can be improved without social-negative propaganda.

I would also posit that the "Smoking Kills" warnings on the packaging are largely ignored, especially by young people who are 'indestructible' and find such warnings amusing. Plus, everybody hates a buzzkill. Health info in educational curriculum may be far more effective.
