Yes agreed. However, take medical malpractice for example. Denying that the perpetrators are individuals, sure, but belong to a group of people working in medicine, can never get any regulations put in place.

I am just saying that in order to fight some type of crimes like terrorism or domestic violence the group the perpetrator belongs to, is important.

Using statistical demographics introduces pre-existing bias. It's wrong to assume things like "most likely a victim/aggressor" status of someone because there's always an exception to the rule an statistical assumptions are unfair to individuals.
