I do think one can advocate a certain level of economic freedom & frugal, efficient government AND a welfare state. I.e. w/out being a hard-core libertarian. I don't think economic & civic freedom can be completely divorced, just as I don't think they inevitably imply each other.

Moreover to me it's the only POV that makes sense: redistribution comes from prosperity; prosperity comes from economic freedom.

Many (most?) who are classical liberals in the economic sense (which is a more accurate use of the term) are also liberals in Helen's sense, but the converse is not the case that often.

Many liberals in Helen's sense, such as Steven Pinker, are centrist neoliberals on economics - generally in favour of free-ish markets but mixed with welfare states.
