Yes, there is definitely a line where immaturity and/or insensitivity and/or misreading ambiguous signals gives way to willfully ignoring what the other person wants and this is bad behaviour at the very least.
But that's generally a bad attitude to have to sex and relationships. I admit that I did treat men badly if they were 'too nice' when I was very young & immature but that was wrong and also made relationships fail.

Male and female doormats exist and do get stepped on. Not being one is better. But it's also better not to be a person who wipes their feet on people because you think you can get away with it. Power comes in many forms.

We're all responsible for our own actions though, not others. You shouldn't be a steamroller, you shouldn't be a doormat either. Both exist, however, because that is just being human. Demanding a bland uniformity in people and being outraged when that isn't the case is just silly
