You can imagine a hypothetical state that is already 100% one ethnicity, deciding to become an ethnostate and formally identify its state with its ethnicity. No policy change is needed except to ban all future immigration. Would that be bad?

There is reason to think multiculturalism causes tensions because these are conflicting values but this is about race which is value free. There's nothing ethical to get hold of here unless we assume that cultural values & race correlate exactly.

I think cultural influences are more ingrained than explicit values, even if those values can be extensions of them.

Yes, of course. That Jewish and South Asian Brits get higher levels of education, work harder and make more money is almost certainly connected to values which esteem this but need not be explicitly stated. That Hindus, Sikhs, Jewish immigrants vote right & Muslims Left also.
