Does rape culture= a culture in which most men rape? Or a culture where men who rape and abuse are allowed to highest levels of power?

Culture isn't bianary, US culture has, celebrity culture, gun culture, fitness culture, and yes rape culture. If a known sexual abuser can be elected to public office, yes that is evidence that part of our culture minimizes and excuses rape in certain circumstances.
-
Well, if that's all that rape culture means, sure. We also have a murder, robbery, tax fraud and every other crime culture. It becomes meaningless.
-
None of those terms are meaningless to talk about the specific problems. E.g. "A culture of corruption existed on the board of directors".
-
Sure. You could say 'a culture of misogyny and abuse existed among the football team' accurately but then you have to keep it there and not extrapolate onto the rest of society.

Argumentation by way of hyperbole *is a culture, however. :)

People say there is a rape culture. Others say no there isn't. Both are agreed that if there were that would be a bad thing. In what sense can that be said to be the culture if words have meaning. We're a rape species, that's the problem.

Exactly. So one could argue it's our culture that minimizes it.
-
Not that I'm supporting rape, but for the sake of argument, where does biology end & culture begin?

In Pakistan or the middle east there might be a rape culture, the formidable Taharrush.
