That is how the term is used by cynics, but mansplaining does describe a genuine phenomenon. Some men do condescend to women solely because they are women.

Yes. It useful to distinguish between condescension and condescension motivated by a general belief women are less capable than men. The former is sometimes justified. The latter points to more pernicious baseless worldview with farther-reaching negative consequences.

Yes, but let's remember that goes both ways. It's much more socially acceptable to denigrate men for being men in current climate. I don't want that called 'womansplaining.' It's nothing to do with me. The very terms 'man/womansplaining' would seem to condescend due to sex.
