We should adhere to reason, and seek evidence, before convicting, certainly. But when the default position is to discard the claims before they can even be examined? That is why "believe women" is a thing.

I don't think that is the default. A man accused of sexual assault will always be under suspicion even if it never goes to court. That kind of accusation sticks. The ultimate crime.

In short, fear is a huge factor in failing to report initially, and most rapists aren't even touched by an accusation. Women simply do not come forward very often, and it's because they're afraid they won't be believed, or served, by our justice system.
