In short, fear is a huge factor in failing to report initially, and most rapists aren't even touched by an accusation. Women simply do not come forward very often, and it's because they're afraid they won't be believed, or served, by our justice system.

Additionally, if 15.8 to 35% of sexual assaults are reported, and only 9% get prosecuted, most accusations, in fact, DON'T stick.

That's why I consider "believe women" to be a rallying cry for victims to find their courage and speak out - to combat sexual assault, and the stigmas that silence victims. I think you'd be hard pressed to find anyone using "believe women" to mean convict all who are accused.
