It's in the headlines precisely because it is unusual and abhorrent. If there wasn't a strong social animus against it, no-one would care.
Yes. They were protected by powerful institutions. I'm not sure this translates more widely when that power structure isn't there.

I agree. But the structure is there - powerful institutions, gov'ts, corporations, etc. are an inescapable part of our social networks.

Yes. Maybe we don't disagree. You're just meaning to tackle the problems in society where abusers can hide, not suggesting society as a whole needs monitoring. Or the male half of it, anyway.
