Erm. I dont think it's a society wide issue. This itself is a bit of a digression. 'Harassment' in my experience is very rarely in the context of bad approaching techniques. It can be annoying yes, but thats really not the BIGGEST issue

These are very different things. Women may or may not like admiring comments & whistles. Sexual touching is assault.

Admiring comments is SURELY not the same as wolf whistling or catcalling. I mean, really. I am aware that some women don't mind it as much. But the first two of those are widely derided and we can definitely move towards NOT normalising that.
