You're trying to make a point about 'inherently predatory' versus 'socialised predatory'. I think that social influences are extremely pernicious currently - so while all boys are not inherently predatory - especially during teen years

It's ridiculously easy for them to cross over into the casually harassing side. Maybe without knowledge, peer pressure, etc. So it's easy. Unless there are strong countervailing influences.

Here's the thing. Although females can be (and are) harassers as well - it's more often the other way around. So if you accept, for even a second that females more frequently get harassed by males- burden is on the males to get their behaviours sorted out. Not 'I didn't know'

Wonderful. Congrats. Hurrah. Just don't say - well maybe he didn't know how to approach you and you felt harassed. That's a terrible excuse. Men can take the effort to figure out how To approach without harassing. Jeez.

No I'm just saying - burden is on the males / the approacher. It's really not that hard to approach people without them wanting to turn and escape.

Oh, it can be. Perhaps you are reasonable but women have claimed to feel harassed by being told they're beautiful or asked for phone number.
