      In my experience, this is rarely said by minority people. Most often (not invariably) by conservative whites.

      Well, good! The more people not seeing race, the better. I've not heard it used to discourage talk of racism, personally, but maybe it is.

      You can discourage talk of racism if you're uncomfortable with the idea that racism might be a part of the conversation - even though it is.
