I don't think so. I think its a personal declaration of non-racism. It implicitly recognises that this is not universal.

In my experience, this is rarely said by minority people. Most often (not invariably) by conservative whites.

Well, good! The more people not seeing race, the better. I've not heard it used to discourage talk of racism, personally, but maybe it is.
