It almost sounds like you see the purpose of laws as minimizing the discomfort that people feel in proximity to moral problems.
OK but morality isn't. Take the pre-frontal cortext out and your morality is all but gone.

Laws are the rules of the community. Institutionalized morality. Granted: Nowadays there's a pragmatic commercial subset also.
