1) All else being equal, yes. 2) Not if you define religion in the normal way as a system of beliefs usually involving a supernatural force.

Alas, all things are not equal. A religion doesn't necessarily need to have a superstitious force at the core of its principles.

There are movements around atheism, yes. Postmodern SocJus ones who don't like RD, rationalist ones who do.
