Yes, when they are old enough to understand the significance of it, they can decide whether or not to ascribe to religious modesty codes.
Until they do, parents are responsible for guiding their children the way they feel it is best
Can't ask schools to be complicit in gender-specific modesty codes for little girls, tho. They're right to have standards based on equality
and to treat children as children. In secondary schools, kids can make more decisions for themselves re make-up, jewellery, hijab etc.
Providing the school uniform allows for headgear generally. It mustn't be a religious privilege.

It would be, yes. No school must teach kids that any religion or none is true & parents must be allowed to teach their own views.
