Then a liberal who achieves those goals would, on achieving them, shift to being someone who works to conserve them & opposing change.

Yes but the positive change we support is but one of a great many possible changes, most of which are for the worst.

Yes, and I'm not suggesting we should. There is much more to it. It was just an aspect of conservatism & liberalism & potential overlap.

It's a spectrum. Libs emphasise progress (can lead to radicalism), conservatives emphasise incrementalism (can lead to reactionism).
