IT depends very much why men are underrepresented. Is it pancultural that men are less interested in higher education?

No. Could it be that men are more likely to want to undertake an equivalent period of learning in practical skills like mechanics/ plumbing?

Maybe. I read that the balance shifted a lot when nursing became a degree rather than a vocational qualification.

I don't think 'people who approve the memo' are necessarily 'people who think all gender imbalances are due to natural gender differences'

But I'm not terribly worried abt men being underrepresented in universities until there's reason to think there are barriers impeding them
