A school is one such place. Also any establishment should be able to have a requirement that faces can be seen.

Not to my knowledge but teachers being required to identify people who pick up kids and on school premises is.

Lawsuit seems to have arisen from teacher making an arbitrary decision, not backed by a clear policy, and being too embarrassed to admit it.
