Why is security in a school more important than security on the street?

Because there are children and people are taking children away. We need to be able to see who those people are.

Not to my knowledge but teachers being required to identify people who pick up kids and on school premises is.

Lawsuit seems to have arisen from teacher making an arbitrary decision, not backed by a clear policy, and being too embarrassed to admit it.
