Basically all poor poor, low class people are screwed over, but a higher percentage of blacks are poor/low class.

The justice system is bad for low income drug users, and police in poor areas is badly trained. Differences in income tied to race matter

It's used as double speak really, if you use systemic racism as a synonym for interpersonal racism, you can justify your prejudices.
