Then if I say 'You could make that argument. Why don't you?' they say things like 'No need to be dismissive! I'm writing to you sincerely!'

And I say 'No, I'm encouraging you to write your counterview. In an essay. With supporting evidence. Not in a paragraph to me."

U think it belongs in an essay. I can't really tell from this outline. Write the argument. 'Well if you're not open to discussion, I'll go!'

I find people very hard to understand a lot of the time. I understand ideologies & psychology underlying them quite well but outside this..?

Tbf, ideology, psychology etc., explain this behaviour quite well. You ask a question that demands an answer they can't give.

They do interpret a request for more of an argument with evidence as dismissing them!
