Yes, choices are constrained in some way. Usually, in the west, to things that don't affect other people.
But it isn't saying that the choice is ethical. Its saying it is ethical to allow choice. That's what liberal means.

It allows people to make choices for themselves which the majority of people don't agree with ethically but aren't impacted by.

eg, majority of Brits would not agree that it is ethical to justify eternal torture for believing the wrong thing but ppl can still do this
