We'd need to separate parents who don't pay child support coz don't care abt child's wellbeing from those who can't pay it.

I'm not sure that in a study, or in real life, there is a burden of proof for parents to be presumed caring. Competent, yes. Caring, no.

I suppose you could think of examples where he had more responsibility to a girlfriend than a child but he didn't.
