I'm not sure that in a study, or in real life, there is a burden of proof for parents to be presumed caring. Competent, yes. Caring, no.

In my opinion, fathers must be considered presumptively responsible unless there is a well defined class of evidence to the contrary.

OK but if you do a study based on an assumption that dad's who don't pay child support are all otherwise responsible parents

you'll miss all the cases where mothers are impeding access coz they're not responsible generally.
